Mobile communication in the Nordic and Baltic countries is made cheaper with Roam Like at Home rules. As of today making phone calls, sending sms and using 4G data will cost the same in any country of the EU.

However, in the Nordic region the rule is only in force for Danish and Swedish mobile users. Finland, Norway and Iceland are yet to join the roaming free initiative.

The non-EU countries in the European Economic Area — Iceland and Norway “roam like at home will be introduced shortly after 15 June”, according to European Commission.

In Finland, mobile operators will continue charging their customers for EU roaming for at least the next year. FICORA, the Finnish Communications Regulatory Authority granted Finnish mobile operators Elisa, Telia and DNA a permission to charge roaming fees. The reasoning behind it was that abolishment of roaming charges will be damaging for their business. Finnish operators are concerned that free roaming may lead to higher mobile rates within Finland.
